Ramani News - Kementerian Agama (Kemenag) akan mulai membuka Pelunasan Haji Khusus Tahap II pada 5-10 April 2023. Berdasarkan data terakhir, hingga penutupan Pelunasan Haji Tahap I, total ada 13.181 jemaah yang telah melunasi, sehingga masih tersisa kuota jemaah sebanyak 3.124.

Sesuai Keputusan Direktur Jenderal Penyelenggaraan Haji dan Umrah Nomor 130 Tahun 2023 Tentang Petunjuk Pelaksanaan Konfirmasi dan Pembayaran Setoran Lunas Biaya Perjalanan Ibadah Khusus, serta Pengurusan Dokumen Haji Khusus Tahun 1444H/2023M, pengisian kuota tahap kedua dialokasikan untuk jemaah dengan 5 kategori, yaitu;

1. Jemaah haji khusus yang saat konfirmasi dan pelunasan tahap pertama mengalami kegagalan sistem;
2. Pendamping jemaah haji khusus lanjut usia;
3. Jemaah haji khusus yang terpisah dari mahram atau keluarga;
4. Jemaah haji khusus penyandang disabilitas yang telah memiliki Nomor Porsi dalam jangka waktu paling singkat 2 (dua) tahun terhitung sejak tanggal 13 Februari 2023 dan pendampingnya; dan
5. Jemaah haji khusus pada urutan berikutnya yang telah memiliki nomor porsi dalam jangka waktu paling singkat 2 (dua) tahun terhitung sejak tanggal 13 Februari 2023.

"Manfaatkan sebaik mungkin waktu pelunasan tahap kedua, agar tidak ada porsi yang tersisa” ujar Direktur Bina Umrah dan Haji Khusus Kemenag, Nur Arifin dalam keterangan tertulisnya, Senin (3/4/2023).

Sementara itu, Kasubdit Perizinan, Akreditasi dan Bina PIHK, Rizky Fisa Abadi, menambahkan, sesuai prosedur pengisian sisa kuota tahap kedua, PIHK harus mengajukan permohonan kepada Direktur Jenderal Penyelenggaraan Haji dan Umrah melalui Direktur Bina Umrah dan Haji Khusus.

Permohonan itu harus disertai dengan lampiran surat keterangan dari Bank Penerima Setoran (BPS) Bipih Khusus untuk yang mengalami kegagalan sistem dan melampirkan bukti yang sah bagi pendamping lansia, disabilitas, maupun penggabungan mahram/keluarga terpisah.

"Tanpa ada surat pengajuan usulan kepada kami, porsi jemaah yang tidak konfirmasi atau melakukan pelunasan pada Tahap I, akan menjadi kuota nasional lagi. Sehingga bisa diisi oleh nomor porsi berikutnya, walau beda PIHK,” paparnya.

Pada kesempatan yang sama, Sekretaris Jenderal Himpunan Penyelenggara Umrah dan Haji (Himpuh), M Firman Taufik menambahakan penjelasan tentang kategori jemaah haji khusus berhak lunas pada Tahap II.

Menurut Firman, kategori 'gagal sistem' tidak sebatas gagal saat melakukan pelunasan di BPS Bipih, tapi juga jemaah yang nomor porsinya berhak lunas, namun tidak masuk dalam Surat Keputusan (SK) Dirjen untuk berhak lunas. Begitu pula jemaah yang masuk dalam data akurasi berhak lunas namun tidak tercantum di dalam SK Dirjen.

"Jemaah-jemaah yang masuk kriteria ini boleh diajukan untuk melakukan pelunasan pada Tahap II," ungkap Firman.

Selanjutnya, untuk kategori pendamping lansia, kata Firman, bisa diajukan pelunasan pada Tahap II apabila jemaah lansia nya telah melakukan pelunasan pada Tahap I.

Pengajuan pendamping sejatinya sudah ditutup pada 31 Maret lalu. Namun Kemenag masih membuka peluang kelonggaran dengan mempertimbangkan alasan tertentu, sehingga ada kesempatan bagi pendamping lansia yang belum sempat diajukan pada tahap 1 untuk segera diajukan pelunasan di Tahap II.

"Pendamping lansia ini sebanyak-banyaknya dua orang, terdiri dari anak atau mertua/ anak dan mertua/ saudara kandung, Kemudian untuk kategori mahram atau keluarga terpisah, yaitu suami dengan istri atau sebaliknya, ayah dengan anak, ibu dengan anak, atau saudara kandung, ini bisa melakukan pelunasan di Tahap II. Dua kategori tersebut boleh dengan catatan mereka memiliki porsi aktif dua tahun, yang terhitung sejak 13 Februari 2023," tandas Firman.

Lebih lanjut, untuk kategori jemaah disabilitas, menurut Firman ini merupakan kategori baru dalam perhajian. Perlu diketahui, jemaah disabilitas dapat melakukan pelunasan haji Tahap II beserta dengan dengan pendampingnya maksimal 1 orang, bisa saudara kandung, ayah/ibu, anak, maupyn perawatnya.

"Pendamping lansia tidak ada ketentuan tahun porsi, artinya, selama si pendamping itu memiliki porsi haji, maka ia diperkenankan melakukan pelunasan haji khusus," tutur Firman.

Poin terakhir, kategori jemaah haji khusus pada urutan berikutnya. Firman menyebut, kategori ini bisa mengakomodir jemaah urutan berikutnya yang terdaftar di PIHK dan memiliki kesiapan finansial untuk melunasi paket haji khusus.

"Yang diizinkan juga oleh Kemenag mana tahu ada jemaah haji yang belum sempat diproses pada Tahap I, misalnya dia berhak lunas, tapi travel nya lalai melunasi, maka ditahap ini sangat memungkinkan untuk dilakukan pelunasan. Prinsipnya kita menanamkan prinsip bahwa penyerapan kuota haji khusus bisa maksimal," tukas Firman.

Yang juga penting, Himpuh mengimbau kepada para anggota, agar pada Pelunasan Tahap II ini segera menginventarisir jemaah di nomor porsi selanjutnya dan siap berangkat.

"Contoh PIHK X punya 10 jemaah di nomor urut berikutnya, minimal 2 tahun, maka PIHK X itu harus segera melaporkan kepada Himpuh, berapa yang siap berangkat dan berapa juga yang tidak bisa berangkat. Tujuannya agar Himpuh dan Kemenag punya gambaran untuk mengisi sisa kuota tersisa pada Pelunasan Haji Khusus Tahap III," ungkap Firman.

Dan satu lagi yang tidak kalah penting, Himpuh mengingatkan kesiapan dari PIHK itu sendiri, baik dari penyediaan tiket penerbangan dan hotel. Jangan sampai jamaah bertambah namun menimbulkan masalah, seperti tiket dan hotel yang saat ini memang sedang sulit.
